The President made the announcement in a briefing with local government and disaster officials in Cagayan de Oro, which bore the brunt of the storm.
Aquino said he wants a study on improving alert and warning systems in times of disasters as well as the relocation of families living in hazard areas.
Deputy presidential spokesperson Abigail Valte said the President and the Cabinet agreed that the declaration was necessary because supplies are running low in calamity areas.
"We had to impose automatic price controls in these areas until the situation normalizes. Also, by the declaration of state of calamity, our government lending and financial institutions can already grant no-interest loans to the most affected sections of our population," she told ANC.
She said the price freeze on basic necessities could stay up to 60 days. She added that the Department of Trade and Industry will monitor the sale of goods in the calamity areas to ensure there is no profiteering or hoarding.
She said the declaration of calamity would allow the government to give hazard pay to health, science and technological workers in the calamity areas.
Congressman Rufus Rodriguez said the declaration means that calamity funds of the national and local governments and the barangays can now be used for disaster-hit areas "and all agencies now can pour all of their resources in these calamity areas."
Rodriguez said the Government Services Insurance System will suspend collections of premiums while government financing institutions such as GSIS, Social Security System and Pag-IBIG will extend loans to calamity victims.
The lawmaker said the President also ordered the disbursement of P1 billion for the permanent resettlement of residents who lost their homes, P54 million for repairs on the water system and P2 million for medicines.
Under Republic Act No. 10121 or the Philippine Disaster Risk Reduction Management Act of 2010, a declaration of calamity means all agencies are mandated to impose remedial measures including the imposition of price ceilings on basic necessities and prime commodities. Agencies must also prevent overpricing, profiteering and hoarding of basic supplies such as medicines and petroleum products.
Local governments may also channel funds for repair and allocate funds for upgrading infrastructure and facilities.
Government financing institutions should also grant loans without interest to victims most affected by disasters.
The President's declaration also enables him to seek international humanitarian assistance as necessary.
The President is visiting Cagayan de Oro, Iligan and Dumaguete Tuesday morning to meet with local officials, inspect the damage and provide relief efforts to affected families.

True Hearts In Action Foundation (T.H.I.A. Foundation)
“Every Child is Worthwhile”
The True Hearts In Action Foundation (T.H.I.A. Foundation) is a non-political and non-sectarian child-focused community service group set up with a mission to reach out to children living in a desperate plight.
The central focus of outreach are orphans, displaced children, street children, and other vulnerable children living in crisis and care giving families.
The ultimate aim is to support these children in building their well-being as individuals so as to become useful and respected members of the community.
The True Hearts In Action Foundation (T.H.I.A. Foundation) was founded by a group of men and women, fans and supporters of 16 year-old Fil-Am Thia Megia (American Idol Season 10 Finalist) who has been active in doing some charity, fund-raising activities, and benefit concerts. Otherwise known as the THIAnatics who shares the same advocacy with Thia, they have an intense love for children and motivated by a sincere desire to serve through charity and welfare, the hopes, expectations, aspirations, dreams and for the development of children living in troubled situations.
It was observed that children made vulnerable due to poverty lead the most precarious kind of life. They live amid severe stress, one of which is child poverty. The standard of living being reduced and are going through a sorry state in their condition - from that of enjoying the basics of life every child has a right to expect to that of living in more and more reduced circumstances. This is evidenced by lack of basic needs such as food, clothing, beddings, health care and access to education.
So, seeing and having all this in mind, in midyear of 2011, the idea for starting a children's charity began. We began brainstorming ideas for a charity in the context of children’s care and support. We began to put into place the framework for what is now The True Hearts In Action Foundation (T.H.I.A. Foundation).
To support and enhance the physical as well as the emotional well-being of disadvantaged children by providing products and services not otherwise provided by levels of government, insurance or other organizations. We strive to fill in the cracks, bridge the gap and open a door when all others have closed.
Our vision is that every day, every child has enough of the right food to be healthy and for every child to receive the tangible support that they need to improve their quality of life.
The death toll from flash floods that hit Davao City following heavy rains last Tuesday rose to 29 as of Thursday evening, a military official said.
The last to be recovered was the body of four-year-old Cherry Saturos, while two persons — three-month-old Mark Louie Falomar and 34-year-old Zaldy Supa — have yet to be found as of 7:30 p.m. Thursday, according to Maj. Jacob Thaddeus Obligado, commander of the 10th Civil Military Operations battalion.
The National Disaster Risk Reduction and Management Council said 12,714 families were affected in Talomo Proper, Matina Crossing, Matina, Pangi and Matina Aplaya villages.
It said that as of Thursday, the Department of Social Welfare and Development provided family food packs to the affected families.
